Understanding the Challenges Facing Quebec’s Biopharmaceutical Startups
The development of a therapeutic product presents challenges that distinguish it from other types of technological innovation. It is a lengthy process that spans many years, requires substantial investment, and carries a high risk of failure. As a result, the value of a startup depends on its ability to progressively reduce scientific, clinical, regulatory, and manufacturing uncertainties while achieving milestones that can attract investment capital.
Quebec benefits from world-class biomedical research, state-of-the-art infrastructure, and strong expertise in drug discovery and development. However, these strengths alone are not always enough to bridge the gap between a scientific breakthrough and a biopharmaceutical company capable of reaching key development milestones and securing investment. As a result, many promising innovations remain trapped in the so-called “valley of death.”
To better understand the barriers that undermine this transition, CQDM conducted a study based on 61 consultations with entrepreneurs, support organizations, investors, industry associations, pharmaceutical companies, and specialized consultants. The resulting white paper highlights seven recurring challenges that influence the development of biopharmaceutical startups in Quebec. It also outlines five actionable recommendations, grounded in existing strengths within Quebec’s ecosystem, to better prepare companies for critical milestones and strengthen the conditions required for value creation and capital attraction.

Accessing Biopharmaceutical Expertise Through The AReNA Support Initiative
The right expertise at the right time can significantly influence the trajectory of a project.
Through AReNA, CQDM and its partners are developing initiatives designed to facilitate startups’ access to the biopharmaceutical expertise needed at various stages of development.
Available at a reduced cost, these resources include training programs, structured support pathways, and targeted consultations with industry experts. Priority is given to RNA-focused startups, companies incubated or accelerated by a Quebec-based organization, and businesses participating in innovation projects funded by the Government of Quebec. These services help teams make more informed decisions, anticipate upcoming milestones, and strengthen their development strategies.
